Tib-fib fracture hardware removal?

Does getting rods/plates/screws removed hurt? I broke my leg back in January and had hardware put in my leg (broke tibia and fibula). Also, when getting the rods and such removed, are you put under? What's the recovery time? Is it painful (like afterwards, do you need pain meds)? Thanks!
