Nurses?! Which patient is highest priority?

Personally, patient one looks like he is heading into respiratory arrest: on bi pap and 70% O2 his SaO2 is only 92% ; restlessness and anxiousness are a sign of hypoxia. Without more info, just based on this, he would need intubation. Unless his SaO2 is always this low. IMO.
